The only ones with the power to shut down the FBI building in D.C. is Joe Biden, Christopher Wray, The Military and the Pest Control Union. I never realized how powerful the unions were!
Remember that an entire new FBI Headquarters is up and running in Huntsville, Alabama. This begs the question of who is now unemployed?
