When pulling bonds was first attempted to refill the State Republics ten years ago, there was no traction. It was too soon; not enough people were aware; too frightened; confusion in the law. We failed; a few of us were jailed.

That was then. Apparently a group gave it another try and has succeeded over the past two years. They have learned how to complete it.
