As I've been saying for nearly a year now, mandates and executive orders are not law. Never have been, never will be, and can lawfully be disregarded. Legally, they best fall under the category of "strong suggestions". They fall under the term "color of law". What does that mean? It means something that sounds like law, something that might be pushed as law, but something that is not law. Taken to the extreme, even if some state legislature (or the US Congress, or the US Senate) passed such a mandate into law, it would STILL not be law because it's un-Constitutional.
