Such appointments are part of the President's executive powers under Article II of the U.S. Constitution, and military operations and leadership appointments are considered essential functions. While a shutdown may affect civilian federal employees and non-essential services, the Department of Defense and key national security functions continue operating. However, the appointment of a general typically requires Senate confirmation, and while the Senate may continue to conduct essential legislative business during a shutdown, delays could occur depending on the circumstances.
