This means that they have already been targeted to be RIFed from the team, but gracefully. Some in the top brass no longer fit in, as in “Deep Staters”, and will be given the excuse that they couldn't loose the weight so the Pentagon lost the weight of them. This saves the embarrassment of Treason.
