DC/Philly crashes were only distractions as secondary motives. Mid-air and missiles are expensive and high risk with many people and resources involved. Risky events are primarily reserved for high valued targets and bigger agendas. Simple distractions are easy, cheap, and low risk - just car bomb something in public, for example.
