I quickly scanned the Final Stand Down doc. Looks like a fishing op to see where it goes and how people react plus predictive programming. No way it's official correspondence. I'll read it more closely later.

What happened to Diana?
What did she find out?
Why was she running?
Who did she entrust to help her flee?
What was the cover?
Pretty clear she's still alive.
