Localized fuel shortages and initial product rationing are expected to begin. September Hard Operational Floor. The system reaches the absolute minimum volume of oil required just to keep infrastructure functioning. The Impact: Pipelines, storage terminals, and refineries physically seize up because they cannot operate “bone dry”. At this point, fuel rationing and widespread economic demand destruction become mathematically unavoidable, regardless of price.
