The DNC v. RNC consent decree was real. It began in 1982 after allegations of voter intimidation in New Jersey, and it restricted certain RNC “ballot security” activities. It did not bar all Republican election challenges. It expired after court proceedings, with the key expiration date set for December 1, 2017.

What if the private PART OF THE agreement by the republicans said that the republicans agreed not to challenge anything the democrats did in an election for a period of years??? What if the federal judge over the lawsuit kept extending the private agreement everytime it was about to expire..???
