Dear Jim: Ratcliff's Report

Based on the attached Tweet my reading between the lines is that the Intel Community is not providing their INDIVIDUAL AGENCY reports to the ODNI. Ratcliff can still submit his own report(s) on time that states the rest of the Intel Community is not cooperating (because of foreign influence). Grounds for cleaning out the individual agencies? Jeff?
