Just a thought
Since the bank of America glitch happened on the day USA went over it's debt limit and since BOA was the largest recipient of TARP monies in 2008. Did the treasury forcefully "borrow " money from.BOA? Since the customers are stating it will be 2 weeks before their "issue" is resolved.
Call me crazy but that was my first thought. JE
