Dear Jim: 5,000 to Open?

Hello Jim

Thank you for supporting the re-inhabited republic , but I believe the number of registered inhabitants in each state  to hold lawful elections is 30,000 per the constitution and specifically the northwest ordinance plan which establishes a vetted interim government   in each state. If i'm wrong please forgive and correct me .

Response: You are correct James.

Our marching orders is to demonstrate "Dilligence" in gathering the 30,000;

with an exemption allowing us to start with a skeleton crew

to prove we are proceeding.  We will be active but barely.

It appears we are in an emergency to jump start the world.
