Per Benjamin's link, the items delegated to the SecDef are sections 1352 and 1353.


So, I found a link to the Congressional summaries of the bill:

Sec. 1352 requires DOD to seek to engage with Taiwan to expand military cybersecurity activities.

Sec. 1353 requires DOD to designate a senior civilian official to oversee the U.S.-Australia-United Kingdom security partnership (AUKUS).


To me, this does not seem like grand, sweeping authority has been given from the President to the SecDef via the NDAA 2024 bill.
