[Here's a thought for you. Article II of the Constitution gives the President the authority to convene Congress (or either house) then adjourn it is such a manner that in cannot be opened again until he is satisfied that they are now ready to operate lawfully under the Constitution.
At the same time, Article I gives the Congress the right to Impeach the President and the President cannot interfere with the Impeachment.
Are we being set up for a real Constitutional crisis that will require the Supreme Court to act. Imagine this occurring during a war or invasion, leaving the government immobilized.]
