Riddle for Ya: Which comes first, the stick or the carrot?

I am really going out on a limb here, but what if. . .

Trump's new Executive Order today can be used for anything at all, such as going after local pedophiles, foreign pedos, or even a country (yes, it does specify entire countries (unnamed of course) for pedo or HUMAN RIGHTS issues.

A few weeks ago Trump "gave" Jerusalem to Israel as its capital. Caused a big stink, didn't it? Well, what if that was just the carrot and now today they were shown the stick to motivate Israel to a Middle East settlement?
